About this opportunity
The Department of the Air Force (DAF) is seeking innovative, commercial technologies to generate continuous, resilient, and carbon-free electricity at its installations using geothermal energy. Through a Commercial Solutions Opening (CSO) solicitation, the DAF aims to accelerate the development of capabilities that can maintain mission continuity and comply with congressional mandates for energy resilience. The CSO, designated as FA4427-24-S-C0002, is being issued by the 60th Contracting Squadron at Travis AFB, CA, and will be open from September 23, 2024, to January 3, 2025. Proposals will be accepted through the Tradewinds Solutions Marketplace platform and must include a video pitch addressing key content elements, such as the problem, technology solution, potential impact, and pricing model.
This solicitation is not set-aside for any specific business size or type. The government may consider scaling successful prototype projects to other DAF installations, but will not execute long-term contracts to purchase electricity or hydrogen commodities. Instead, the expectation is for a third party to own, operate, and maintain the geothermal power plant facilities. The desired solution should be able to generate at least 5 megawatts of electricity, with the possibility of exploring larger projects at various Air Force, Army, and Navy installations worldwide.

DAF is seeking novel approaches to generate electricity at its installations using geothermal energy, because it can provide, continuous, resilient, carbon-free electricity regardless of weather conditions to maintain mission cotinuity and comply with congressional mandates to maintain energy resilience for all criticial missions at each installation.
This Commercial Solutions Opening (CSO) is a competitive solicitation seeking proposals for innovative, commercial technologies that accelerate attainment of defense capabilities. This CSO will result in the award of a prototype agreement with a possibility of a follow-on production contract.
60th Contracting Office (CONS) will utilize Other Transaction Agreements (OTA or Agreements) under the authority of 10 U.S.C. 4022 to partner with nontraditional and traditional defense contractors and non-profit research institutions to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces.
