About this opportunity

NOAA's National Marine Fisheries Service issued a Notice of Intent to negotiate a sole-source contract with IMPLAN GROUP LLC for a 12-month renewal of software licenses, with a response deadline of June 25, 2026. The procurement is restricted to the identified vendor under FAR 12.102(a) authority; no competitive procurement will occur.

NMFS seeks five-user access to the full IMPLAN suite of products covering the entire U.S. with analysis capability at state and county level. The licenses run from June 27, 2026 through June 27, 2027 and include the USA National Package with an Occupation, Environmental & Data Library, Enhanced Demographic Data, Forward Linkages capability, guides, and a dedicated customer success manager.

NMFS uses IMPLAN for mission-critical economic analysis required by law, including estimation of economic impacts of recreational and commercial fishing for the annual Fisheries Economics of the United States report and analysis of regulatory impacts mandated under the Magnuson-Stevens Act and Regulatory Flexibility Act. The sole-source determination is based on IMPLAN's unique comprehensive data sourced from over 120 sources and its specialized forward-linkages capability, which NMFS has certified are essential for precise analysis of commercial and recreational fishing industries and unavailable from competing vendors or resellers. Current OST economists hold IMPLAN licenses; this action renews expiring subscriptions.
