About this opportunity

The OSIP Bridge Action II Special Notice, posted on February 20, 2026, by Washington Headquarters Services on behalf of the Office of the Under Secretary of War for Intelligence and Security (OUSD(I&S)) Enterprise, announces the Department of Defense's intention to award a sole source extension modification to the incumbent contractor. This is not a request for quotes or proposals but rather a notification of a planned contract award to Ian, Evan & Alexander Corporation (IEA), a wholly owned subsidiary of Booz Allen Hamilton Inc. The work falls under the Administrative Management and General Management Consulting Services category (NAICS 541611) and is classified as a total small business set-aside. The contracting officer seeks to bridge service continuity as the current task order concludes on February 28, 2026.

The bridge effort is anticipated to run for one month with an optional one-month extension, spanning from March 1, 2026, through April 30, 2026, with award authority provided under Federal Acquisition Regulation 8.405-6 for limiting sources. The due date for any related submissions or notifications is February 23, 2026, providing contractors with a compressed timeline of only three days from the posting date. As this is a sole source extension awarded to the incumbent contractor under FAR 8.405-6, competitive participation is not available to other firms. The set-aside designation as a total small business opportunity restricts eligibility to small business concerns, though the award is predetermined. This Special Notice serves primarily as a transparency notification to the contracting community regarding the anticipated modification to the existing contract GS-00F-253CA, Task Order HQ0034-20-F-0224.
