About this opportunity
The Naval Sea Systems Command intends to procure OSI Diodes and related engineering services for the MK99 Fire Control System (FCS) program through a Basic Ordering Agreement (BOA) with Raytheon Technologies. The procurement is specifically for Solid State Switch Assembly (SSSA) Kits for fiscal years 2025 and 2026, with Raytheon being identified as the sole qualified source for these specialized components. The contract will be awarded under 10 U.S.C. 2304(c)(1), which allows for non-competitive procurement when only one responsible source can meet agency requirements. The pre-solicitation notice indicates that Raytheon possesses unique technical expertise and comprehensive understanding of the MK99 system that cannot be replicated by other vendors. The opportunity was posted on June 3, 2025, with a response deadline of June 18, 2025, and is not open to competitive proposals.
The pre-solicitation does not specify a specific set-aside designation, and the contract will be awarded directly to Raytheon Technologies located in Marlborough, Massachusetts. Companies interested in potential subcontracting opportunities are advised to contact Raytheon directly. The procurement falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code (PSC) of 1260 for Fire Control Designating and Indicating Equipment. While specific award values are not disclosed, the contract covers engineering services and equipment procurement for the MK99 FCS program across fiscal years 2025 and 2026. The government's approach emphasizes the critical nature of obtaining highly specialized technical components from a vendor with proven capabilities in this specific defense system.
