About this opportunity
This solicitation seeks commercial services to provide an annual Customized Orientation and Training Seminar for the Department of Defense Secretary of Defense Executive Fellows program. The Interior Business Center will administer this sole-source requirement on behalf of the DoD for the SDEF program. The non-severable service requirement includes preparing and facilitating a three-week seminar each July for new Fellows to educate them on current strategic issues, defense policies and budgets, emerging technologies and their potential applications. Proposals will be evaluated based on the offeror's experience and past performance in conducting similar executive seminars, and quotes are due by January 26, 2024.
There is no set-aside designated for this requirement. The NAICS code is 611430 and PSC code is U009. The Interior Business Center will make a sole-source award to the Center for Strategic and Budgetary Assessments to conduct the seminar annually from March 2024 through February 2027 for 24 Fellows and the SDEF Director. The seminar will take place each July at an approved training facility in the National Capital Region.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 13.105(b), and supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
This action is being processed as a sole-source requirement to the Center for Strategic and Budgetary Assessments (CSBA) under the authority of FAR 13.106-1(b) and in accordance with FAR Part 13.501(a). Only CSBA can respond to this solicitation.
This non-severable service requirement is on behalf of the Department of Defense (DoD), Secretary of Defense Executive Fellows (SDEF) program for a Customized Orientation and Training Seminar. Each year, senior officers from each Service are selected to spend a year in corporate America at leading-edge businesses in order to observe, participate in, and learn corporate best practices in such areas as, business processes and organizations, utilization of information technology, long-range planning, innovation, and change management that could be implemented to transform DoD. SDEF participants form a cadre of future, more senior, service leaders sensitized to the organizational and operational opportunities made possible by the revolutionary changes in information and other technologies.
Each incoming group of new Fellows requires a pre-assignment orientation and training seminar to educate them on current long-range strategic issues, political-military issues, DoD practices, defense budget issues, emerging technologies, and other issues that could lead to significant new defense capabilities in the next decade.
The Contractor shall prepare and facilitate an annual Customized Orientation and Training Seminar for each year's class of SDEF participants that shall be conducted during the first three weeks of July, annually for three years, including a Base Year and two Option Years.
