About this opportunity

The National Oceanic and Atmospheric Administration's Office of Space Commerce seeks research to develop a comprehensive measurement framework and recommended metrics for assessing the U.S. commercial space ecosystem, with quotes due September 24, 2026 (extended via Amendment 0001). The procurement is a total small business set-award under NAICS 541720 with a $28.0 million size standard.

Place of performance is the contractor's facilities, with administrative oversight at Washington, DC 20230. The contract period shall not exceed 180 calendar days from award, with actual performance spanning September 24, 2026 to March 23, 2027.

The Statement of Work requires five sequential tasks: compilation of prior metrics into an annotated bibliography with documented search methodology (20 business days); gap analysis identifying unanswered methodological or ecosystem-health questions (35 business days); conditional development of candidate metrics to close gaps (50 business days); evaluation of all metrics against measurability, reliability, and trend-insight criteria using a structured matrix (65 business days); and delivery of a final public-release report with recommended metrics suitable for adoption into recurring federal reporting (draft 80 business days, final 100 business days). The contractor must assess minimum metric categories including Economic Activity and Business Growth, Capital and Investment, and Market Access and Competitiveness. Monthly progress reports and meetings with the Contracting Officer's Representative are required. All deliverables must comply with Section 508 accessibility standards and be submitted in editable, accessible formats. The government retains unlimited rights to all data for potential public release under Creative Commons licensing.

Offerors must submit three volumes: Technical Approach (10-page limit), Past Performance References from the past three years with at least three relevant examples (3-page limit), and Price Proposal with completed pricing matrix and deliverable-based payment schedule. Evaluation uses a trade-off process where technical approach and past performance are significantly more important than price. Award will be firm fixed price to the responsible offeror representing best value. Questions are due September 11, 2026. Submission is via email to Virginia.Scott@noaa.gov.
