About this opportunity

This Special Notice is issued by the United States Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS). It announces the USDA's intent to award a sole source, firm fixed-price IDIQ commercial supply contract to Boehringer-Ingelheim Animal Health USA, Inc. (formerly Merial, Inc.) for the provision of Oral Rabies Vaccine (ORV) baits. These baits are required to support the Wildlife Services National Rabies Management Program's efforts to control and eliminate rabies in wildlife across the United States.

The purpose of this Special Notice is to provide transparency regarding the USDA's plan to negotiate this sole source contract with Boehringer-Ingelheim, the only licensed manufacturer of the required ORV baits in the U.S. capable of producing sufficient volume to meet the program's needs. The contract period of performance will be 36 months from June 1, 2024 to May 31, 2027, with an estimated value of $13,410,250. The USDA will publish a notice on SAM.gov to solicit interest from other potential sources, but no alternatives are currently available that are licensed and ready for operational use. Contractors interested in this opportunity must be able to demonstrate the capability to provide the specified ORV baits within the required timeframe.
