SOLE SOURCE JUSTIFICATION
ORTHOTIC SOFTGOODS / PROSTHETIC SOCKS
Identification of the agency, contracting activity, and specific identification of the document as a justification for other than full and open competition.
The Department of Veterans Affairs (VA), Office of Acquisition and Logistics, National Acquisition Center, Denver Logistics Center (DLC) proposes to enter into a contract with a previous contract holder on a basis of other than full and open competition pursuant to the VA Veterans First contracting program. The procurement action is for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Prosthetics and Sensory Aids Service (PSAS).
The nature and/or description of the action being approved.
The Orthotic Softgoods programs, administered by the DLC, function as a nationally standardized, strategically sourced solution, for the VHA s Prosthetics and Sensory Aids Service office and eligible veterans. The prosthetic items allow Veterans with physical impairments to function safely in their daily environment. Failure to award this procurement will harm the VAs ability to provide acceptable standards of medical care and will affect approximately 3,454 Veterans per month. Veterans will not be able to obtain these important prosthetic items and will suffer medical harm as a result.
This procurement is necessary to re-stock DLC inventory levels pending completion of the current procurement. That procurement is currently scheduled to be completed in June of 2019. This procurement consists of a three (3) months contract with an additional 3 months option period. This procurement will meet the mission requirements while ongoing competition is being completed.
To maintain the required inventory of products prior to the award of new contracts, it is in the best interest of the government to award a sole source contract using the authority of 38 U.S.C 8128 (c). The proposed action is a sole source award of a short-term contract, to S.R. Kent, LLC, a verified service-disabled veteran-owned business (SDVOSB).
