Qualified respondents must demonstrate extensive experience with CBP operations, crisis response at a national scale, international law enforcement networks, and organizational change management for large organizations. Responses are limited to 5 pages in Microsoft Office format and must be submitted by March 5, 2025, at noon ET to specific DHS email addresses. Evaluation will likely focus on respondents' expertise in organizational development, counter-network strategies, and their ability to develop strategic frameworks and communication protocols.
