About this opportunity
The Health Resources and Services Administration (HRSA) published a Limited/Sole Source Justification Notice on November 21, 2025, for the migration of the Organ Procurement Transplantation Network (OPTN) Information Technology system from its existing on-premises Nutanix Hyper-Converged Infrastructure to a modern, secure, and scalable cloud-based environment. The justification for sole-source procurement was based on the determination that only one responsible source—the United Network for Organ Sharing (UNOS)—could satisfy the agency's requirements under the authority of 41 U.S.C. 3304(a)(2). The contract, awarded on November 12, 2025, under contract number 75R60226C00001, involves comprehensive IT system migration services with an estimated total value of $12,250,000 and a performance period of thirteen months, funded through the Fiscal Year 2026 Nonrecurring Expenses Fund. The migration effort addresses longstanding challenges in technology governance and operations while improving system performance, security, and providing HRSA with enhanced visibility and monitoring capabilities over the national organ transplant system. This procurement is positioned as a strategic foundation for establishing a modern, transparent cloud platform that may facilitate more comprehensive system oversight and future competitive acquisitions.
Notice text
HRSA requires all personnel, management, materials, equipment, and services necessary to migrate the Organ Procurement and Transplantation Network (OPTN) Information Technology (IT) system from the existing on-premises Nutanix Hyper-Converged Infrastructure (HCI) to a modern, secure, scalable, and resilient cloud-based IT environment that meets current and future operational requirements. The statutory authority permitting other than full and open competition is made under the authority of 41 U.S.C. 3304(a)(2) as set forth in FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
Awarded contract 75R60226C00001 to unknown vendor for unknown amount on 2025-11-12.
