About this opportunity

The Bureau of Land Management Oregon-Washington Region seeks terrestrial Assessment, Inventory, and Monitoring surveys across 198 BLM-administered plots in Oregon and Washington, with quotations due August 21, 2026. The procurement is a Women-Owned Small Business set-aside.

Performance runs from October 1, 2026, through January 31, 2028, with field data collection between April 20 and September 30, 2027. Work encompasses core methods including plot characterization, line-point intercept, vegetation height, gap intercept, soil aggregate stability, and species inventory, plus contingent and supplemental methods as directed by BLM project leads. All work uses Survey123 electronic data capture software and must comply with the Monitoring Manual for Grassland, Shrubland, and Savanna Ecosystems, 2nd Edition. An optional Task 5 permits collection of up to 50 additional data points at the Contracting Officer's discretion.

The contractor must provide a Project/Crew Manager holding a Master's or PhD in biological sciences or a related field with five years' experience managing field crews, working in post-fire environments, and managing crews in remote conditions. Field crews must include a minimum of two individuals qualified as Field Botanist/Rangeland Management Specialist and Field Soil Scientist. All personnel must complete BLM-provided Terrestrial AIM core methods training. The contractor must hold an Oregon Farm/Forest Labor Contractor's License and comply with the Migrant Seasonal Agricultural Worker Protection Act for field camps.
