About this opportunity

The U.S. Army Corps of Engineers (USACE) Portland District is conducting a Sources Sought market survey to identify dredging contractors with clamshell dredge capabilities and availability for multiple maintenance dredging projects across Oregon and Washington. This pre-solicitation notice is not a formal Request for Proposal but rather a preliminary inquiry to determine interested parties, their socioeconomic status, capabilities, and qualifications to inform the government's future acquisition decisions. Interested parties must respond by the March 19, 2026 deadline to demonstrate their capability and availability for critical dredging work. The government will use responses to this sources sought synopsis to make appropriate acquisition decisions and has not committed to issuing a solicitation or awarding a contract based on this announcement. This is not a set-aside contract, meaning all eligible contractors regardless of size or socioeconomic status may respond. The procurement falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1KF (Construction of Dredging Facilities).

The pre-solicitation identifies nine distinct geographic locations requiring dredging services, with project windows ranging from May 2026 through January 2027. Notable project areas include Port Orford, Oregon (May 31 October 2026), Baker Bay, Washington (August 15 December 2026), Port of Longview, Washington (October 31 December 2026 with placement site restrictions), and Lower Vancouver Anchorage, Washington (August 2026 January 2027). The Longview Turning Basin project must be completed prior to or in conjunction with Port of Longview Terminal dredging if both options are awarded. Old Mouth Cowlitz dredging should preferably be completed by November 1, 2026, though the official work window extends to December 1, 2026. The notice does not disclose specific award values, budget ranges, or volumes of material to be dredged, as this is a preliminary market survey rather than a binding solicitation.
