About this opportunity

The Naval Air Warfare Center Weapons Division at China Lake, California is seeking to procure software maintenance renewal services for OrCAD, Allegro, and Blueprint software on a sole source basis. The procurement is intended to be awarded to EMA Design Automation of Rochester, New York, which serves as the sole North American authorized distributor for the Navy for these software products. This is a renewal of existing software maintenance rather than a new procurement, which justifies the non-competitive approach. Interested firms that believe they can fulfill the requirement may submit written capability statements to the contracting officer by October 14, 2025, which is five days after the notice publication date. Responses must reference solicitation number N6893626Q5010 and demonstrate the firm's experience, assets, background, and ability to perform without compromising quality, accuracy, reliability, or schedule requirements.

This procurement does not utilize any set-aside designations and is structured as an unrestricted competition, though it is being pursued on a sole source basis due to the specialized nature of the software maintenance renewal. EMA Design Automation appears to be both the incumbent contractor and the intended sole source recipient of the award, given their status as the exclusive authorized distributor. The procurement consists of one lot covering the software maintenance renewal services, though no specific contract value or budget range has been disclosed in the notice. All potential offerors must maintain current registration in the System for Award Management (SAM) database and comply with updated notarization requirements for entity administrator identification that have been in effect since 2018.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
