About this opportunity

The National Institutes of Health, acting through the National Institute of Dental and Craniofacial Research, intends to award a noncompetitive purchase order to MedStar Washington Hospital Center for part-time oral surgeon and residency trainer services, with responses due by June 30, 2026 at 10:00 a.m. EDT.

The award will be made under FAR Part 13 Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. The noncompetitive justification cites Washington Hospital Center's unique ability to provide uninterrupted services due to established experience with NIH Clinical Center patients and research protocols, with transition to another contractor creating unacceptable disruption risks.

Place of performance is NIH NIDCR, 10 Center Drive, Building 10, Bethesda, Maryland. The contractor shall provide an oral surgeon for 624 hours annually to perform routine and complicated oral surgery procedures (oral biopsies, exodontias, surgical extractions, dental hip biopsies, implants, and consultations), provide on-call backup support, and train three or more rotating oral surgery residents. Services are allocated at a minimum 1.5 days per week.

Required qualifications include a valid active U.S. dental license, Acute Life Support Certificate, DDS or MD degree from CODA or equivalent, completion of accredited oral and maxillofacial surgery training, and demonstrated experience with rare or undiagnosed diseases, hospital-based surgery, systemic conditions, and unique patient populations. Board certification is desired. Medical malpractice insurance of $1,000,000 per occurrence and $3,000,000 aggregate is mandatory. The base period is 12 months.

Responses should be submitted to James Hawkins (james.hawkins3@nih.gov) and Tara Knox (tara.knox@nih.gov).

Background

The National Institutes of Health (NIH) is the nation’s medical research agency—making important discoveries that improve health and save lives. The National Institute of Dental and Craniofacial Research (NIDCR) improves dental, oral, and craniofacial health through research, research training, and the dissemination of health information. The Dental Clinical Resource Core (DCRC) conducts clinical research, provides training in clinical research through the Clinical Research Fellowship and provides an oral medicine and dental consultation service for the unique Clinical Center patient population. It is the goal of the DCRC to benefit both oral and systemic health. The DCRC has a continuing requirement for a part-time Oral Surgeon/Residency Trainer.

Purpose and Objectives

The purpose of this acquisition is to procure a part-time Oral Surgeon and Residency Trainer to facilitate delivery of treatment and consultative services in the Dental Clinic as well as providing training to the Dental Clinic's Oral Surgery Residents. With these services, it is expected that study subjects will be provided with surgical care, there will be appropriate management of subjects during their involvement in the research protocols, and residents will receive surgical training and management of medically complex patients in a research setting.
