About this opportunity

The Department of Veterans Affairs Headquarters seeks advanced training services on the Oracle Health Electronic Health Record platform, with proposals due June 24, 2026 at 3:00 PM EDT. This is Amendment 0006 to solicitation 36C10G26Q0045, which revises the Performance Work Statement and realigns all Contract Line Item Numbers (CLINs) to the revised PWS; all other terms and conditions remain unchanged.

Place of performance is Fredericksburg, VA 22401, with all work delivered remotely at the contractor's facility at no government-anticipated travel. The NAICS code is 611420, Computer Training; PSC is U009, Education/Training—General.

The base contract runs from June 30, 2026 through September 14, 2027. The contractor must deliver Oracle Health platform-specific training to VHA informatics staff supporting the Federal EHR, including a training domain, access to the Client Education course catalog, quarterly OCI Oracle Health Utilization Reports aligned to Oracle Health financial quarters, dedicated instructor-led courses in remote and e-learning formats, and access to Oracle Health Utilization reporting tools for named points of contact. All training materials must be delivered electronically free from constraints limiting VA maintenance, hosting, and distribution. Base CLINs include 4 units of OHI Oracle Health Utilization Reports (CLIN 0001); 2 Premier Pass licenses through September 14, 2026 (CLIN 0002, 0002AA); and 28 Premier Passes from September 15, 2026 through September 14, 2027 (CLIN 0002AB). Optional CLINs include up to 20 additional Premier Passes (CLIN 0003) and specialized Physician Architect and Nurse Architect Program courses in dedicated and virtual formats accommodating 12 to 60 seats per offering (CLINs 0004–0006AD).

All work must comply with VA security, enterprise architecture, Section 508 accessibility, physical security, information security, incident reporting, and product integrity requirements detailed in Addendum A and Appendix C. The contracting officer is Deidre Parker.
