About this opportunity
The Department of the Interior Fish and Wildlife Service seeks development, construction, and installation of interpretive exhibits for the George Benson Memorial Museum at Malheur National Wildlife Refuge in Princeton, Oregon, with quotation due July 31, 2026. The procurement is a total small business set-aside, firm fixed-price contract, foreclosing competition outside the small business pool.
Place of performance is Malheur National Wildlife Refuge, Princeton, Oregon. Period of performance runs August 1, 2026 through March 31, 2027. The contractor must conduct a site visit, present designs and obtain written Contracting Officer approval for conceptual designs following briefings with Service project officers and Refuge personnel, and produce and install complete interpretive exhibits featuring displays, graphics, videos, or combinations thereof meeting ADA accessibility standards. The exhibits must highlight the Refuge's conservation, history, and wildlife themes within a 20-minute visitor experience timeframe. The NAICS code is 541430, Graphic Design Services; PSC code is 9905, Signs, Advertising Displays, and Identification Plates.
Proposals must address technical experience with similar interpretive exhibit projects, management plans identifying key personnel, and past performance documentation including three examples of successful comparable work with supporting references. Contractors should provide GSA contract numbers or BPA numbers if applicable. Evaluation uses the tradeoff method, weighing technical capability and past performance approximately equally to price. Service Contract Act wage determinations apply, with prevailing wages ranging from approximately $14.33 to $69.92 per hour depending on occupation classification, plus fringe benefits of $5.55 per hour for health and welfare or $5.09 per hour under Executive Order 13706. Invoices must be submitted electronically through the Department of Treasury's Invoice Processing Platform. Amendment 2, effective July 21, 2026, reduced scope and extended the due date from the original March 5, 2026 date. The Contracting Officer is Chelsea Devivo.
