About this opportunity
The Department of the Interior Fish and Wildlife Service seeks hazardous fuels reduction and habitat enhancement services at Klamath Marsh National Wildlife Refuge in Klamath County, Oregon, with proposals due September 1, 2026. Amendment 0003, posted August 28, 2026, changed this to full and open competition, removing the earlier WOSB set-aside designation.
Place of performance is Klamath Marsh NWR, Oregon. The contract period runs from August 31, 2026, through January 1, 2028. The not-to-exceed budget is $499,999.00 on a firm fixed-price basis. NAICS code is 238910 (Site Preparation Contractors) with a $19 million size standard.
Work encompasses small tree and brush thinning, pruning, and piling across approximately 500–1,000 acres, using hand-operated chainsaws, ground-based mechanical equipment, or both. Treatment will reduce lodgepole encroachment in historic meadows and aspen stands, create strategic fuel breaks, and reduce crown fire potential. The Statement of Work restricts mechanical equipment to 100 feet from water sources, prohibits work in bald eagle nest areas January 1 through August 15, and restricts activity in deer and elk calving areas May 15 through July 15. All work must comply with Oregon Industrial Fire Precaution Level guidelines. Contractors must visit the refuge prior to implementation and obtain approval from the technical point of contact. Site accessibility is typically mid-March through November and during frozen ground conditions. Pricing is structured as cost per acre.
Evaluation weights technical capability (vendor's demonstrated understanding of the work and site conditions) and price (fair and reasonableness). The government intends to award without discussions to the responsible offeror with the lowest evaluated price meeting acceptable technical standards. Contracting officer is Robert Sung; submit proposals to Robert_Sung@ios.doi.gov.

RFI questions:
Q1. Please confirm that we only need to cut brush if it is acting as a ladder fuel.
A1. Yes, only cutting brush that acts as a ladder fuel
Q2. Is there a certain distance from the drip line that the brush should be cut?
A2. There isn¿t a definitive spacing, part of this is a case by case basis that depends on items like how tall is the brush? If it were lit on fire would carry up into the crown? Example: a five foot tall brush that is only six inches away from the drip line will need to be cut.
Q3. Please also confirm that dead and down material up to 16" diameter should be piled.
A3. Only dead and down (under 16" diameter) that acts as a ladder fuel needs to be cut/piled.
