About this opportunity
The Fish and Wildlife Service seeks hazardous fuel reduction services at Bear Valley National Wildlife Refuge in Oregon, with quotations due August 21, 2026 (or August 18 per the base form). This procurement is a 100% Women-Owned Small Business set-aside issued as a firm fixed-price request for quote under the GSA schedule.
Place of performance is Bear Valley National Wildlife Refuge, Oregon. Work consists of hand thinning and piling of mixed-conifer and brush vegetation, juniper seedling and sapling lop and scatter, and juniper removal across seven treatment units totaling approximately 350 acres (CLINs 0001–0007: A1 at 90 acres, A2 at 9 acres, A3 at 5 acres, A4 at 33 acres, A5 at 10 acres, B1 at 152 acres, and B2 at 51 acres). The contract period runs from July 1, 2026, through December 20, 2027, with typical project accessibility from mid-March through November. Pricing must be submitted in dollars per acre for each line item.
Work is restricted by Limited Operating Periods: treatment within one-half mile of active bald eagle nests must occur outside the nesting season (January 1–August 15); treatment in mule deer and elk calving and fawning areas must not occur between May 15–July 15. The contractor is responsible for pile construction and covering; the government (USFWS) will perform burning and disposal. The government will supply geo-referenced maps; treatment areas are not marked on the ground. The contractor must haul water from off-site locations. Contractors must provide all supervision, management, labor, transportation, equipment, and materials. Oregon wage determination 2015-5581 applies, including Service Contract Labor Standards minimum wage rates and fringe benefits (health and welfare at $5.55 per hour, vacation, and holiday pay).
Evaluation prioritizes technical capability and past performance significantly over price. Award will be made to the responsible offeror with the lowest evaluated price meeting acceptable technical standards, without discussions or tradeoffs. RFI Items:
Q1. Could the Government provide the specific calendar dates and restriction details for the wildlife Limited Operating Periods (LOPs) applicable to the Bear Valley NWR project area?
A1. For areas within ½ mile of an active bald eagle nest, treatment will occur outside the nesting season of January 1 ¿ August 15.
For areas designated as calving and fawning for mule deer and elk, treatment will not occur between May 15 ¿ July 15.
Q2. The SOW requires hand thinning, piling, and covering piles with polyethylene material. Can the Government confirm that the contractor's responsibility ends once the piles are constructed and covered, and that the Government (USFWS) will perform the actual burning/disposal of the piles?
A2. The contractor¿s responsibility ends once the piles are constructed and covered. The Government will be responsible for ensuring the piles are burned.
Q3. How are the boundaries for the treatment units (CLINs 0001-0007) currently marked on the ground? Additionally, will the Government provide GIS shapefiles (.shp or .kml) of the project units to the awardee?
A3. Treatment areas are not marked on the ground. The Government will supply a geo-referenced maps to the contractor.
Q4. Under Industrial Fire Precaution Levels (IFPL) requirements, contractors must often maintain fire-fighting equipment and water on-site. Is there a designated water source available to the contractor within the Bear Valley NWR, or must the contractor haul all water from off-site locations?
A4. The contractor will have to haul water from an off-site location.
