The purpose of this posting is to release revised DRAFT RFP documents to interested parties for review and comment. The RFP sections and Attachments being released at this time are:

Please review the revised Draft Attachment 0040 - VATEP Workbook (2019-03-07), Draft Attachment 0045 - Requirements Compliance Matrix 2019-03-07, and DRAFT OMFV Sec L and M _ VATEP AND RCM 3_7. The revised documents are provided to accommodate the recent PD changes. Substantive technical comments to the revised documents can be provided using the Comment Resolution Matrix (CRM) format previously provided NLT 15 March 2019.

Additionally, while this draft release does not include any classified information, the formal solicitation will contain information that is classified at the SECRET level. Responses to that question are what constitute this list.

The Government would like to invite vendors who intend to submit a proposal as a prime contractor an opportunity to participate in a follow-on CLASSIFIED One-on-One Session with the Government on Wednesday, March 13 and a CLASSIFIED Open Session on Thursday, March 14.


Only U.S. citizens with an active SECRET clearance (as verified through JPAS) may attend the One-on-One and Open Session(s). The purpose of the One-on-One Sessions is to allow interested prime vendors an opportunity to provide the Government feedback on paragraph B.4 and its subparagraphs of Appendix B to the Government's Purchase Description (i.e., CLASSIFIED Annex), which will be mailed the week of March 3, 2019.


Each interested prime vendor desiring a One-on-One Session will be afforded up to a 90-minute time block on Wednesday, March 13, which will be assigned by the Government. All sessions will take place at the Detroit Arsenal, 6501 E. 11 Mile Rd., Warren, MI 48397-5000.

A maximum of 10 individuals per vendor will be permitted to register/attend the One-on-One Session. A maximum of four individuals per vendor will be permitted to register/attend the Open Session. One-on-one sessions will not be used for the purposes of business marketing, and the Government strongly desires the attendance of the vendor's technical experts. Although Business Development personnel may attend, the One-on-One Session will only be scheduled if there is a commitment for the technical experts to attend as well. Interested subcontractors or independent consultants may participate as part of 90-minute One-on-One Session with a prime (subject to the limit of 10 participants).
Registration requests will not be accepted via telephone. Registrations received after 12:00 PM local time on March 6, 2019 may not be accepted.

The Government would like to invite vendors who intend to submit a proposal as a prime contractor to participate in a CLASSIFIED and/or UNCLASSIFIED one-on-one session with the Government on either Tuesday, February 12; Wednesday, February 13; or Thursday, February 14. The purpose of the session is to allow interested prime vendors an opportunity to ask the Government team questions about the draft RFP documents released to date and the draft Government Purchase Description (Attachment 0007) and corresponding CLASSIFIED annex (if applicable). The vendor will serve as the host of the meeting.
Each interested prime vendor desiring a one-on-one session will be afforded up to a 45-minute time block, which will be assigned by the Government. The sessions will take place at the Detroit Arsenal, 6501 E. 11 Mile Rd., Warren, MI 48397-5000.


This will be industry's opportunity to provide its comments directly to the Government on the NGCV-OMFV draft RFP and PD. The Government intends to answer as many questions as possible from the vendor during the session; however, the vendor will be responsible for submitting all of its UNCLASSIFIED questions asked during the session to the general mailbox at usarmy.detroit.peo-gcs.mbx.ngcv-omfv-contracting@mail.mil no later than 48 hours following the session. All industry questions and official Government answers from each session will be released, with any identifying information of the party submitting the questions removed.

The Government released a copy of the unclassified Purchase Description today, 14Dec2018, via a secure file exchange to those vendors who complied with the set of instructions posted to FBO on 10Dec2018. If you did not receive an email from the Government and complied with the instructions, please send an email to usarmy.detroit.peo-gcs.mbx.ngcv-omfv-contracting@mail.mil so that we can look into the issue.


The classified annex to the Purchase Description will be mailed the week of 16Dec2018 to those vendors who complied with the set of instructions posted to FBO on 10Dec2018. Please allow a reasonable amount of time for the package to reach its final destination before inquiring about its whereabouts.


Please note, the Government WILL release a draft RFP (inclusive of Sections L and M and most of the pertinent RFP attachments) for Industry review and comment. At this time, the target release date for the draft RFP is mid/late January 2019. Once the phased release of documents start, the Government intends to request questions or comments within two weeks of receipt, with the exception of the Purchase Description where the window will be four (4) weeks due to the holidays. Of note, the Government does not intend to release any comments or questions from Industry in response to the draft RFP and related attachment(s). However, the Government will adjudicate any feedback received internally, and will, when and where appropriate, refine the RFP.


For administrative ease, any questions or comments that Industry has on the Unclassified Purchase Description or on the Classified annex to the Purchase Description should be recorded within the attached Comment Resolution Matrix (CRM) and (for unclassified questions or comments only!) emailed to usarmy.detroit.peo-gcs.mbx.ngcv-omfv-contracting@mail.mil no later than 11Jan2018. ******IMPORTANT: Please ensure that you comply with security procedures when communicating with the Government about the Classified annex to the Purchase Description.


Lastly, in the near term, the Government will be posting a list of questions to FBO for Industry to answer. Industry's responses will help finalize the Government's acquisition strategy in some areas (e.g., Government Furnished Property).

The classified annex to the PD will be mailed to potential offerors the week of 16Dec2018. The Next Generation Combat Vehicle Optionally Manned Fight Vehicle (NGCV-OMFV) program will procure a vehicle that provides Armor Brigade Combat Teams (ABCTs) a protected, long range, cyber resilient, precision direct fire capability for early/forcible entry operations. ABCTs require this capability to be employed in austere and unpredictable locations allowing them to avoid the enemy's strengths and rapidly transition to offensive operations and exploit the initiative.


This page will be used to convey program updates as they become publicly releasable, as well as the draft and final solicitation. At this time, the final solicitation has not been issued, and proposals are not being accepted.


Please note that the previous FBO page that the Government had been updating since June 2018 was inadvertently deleted, and was unable to be recovered by system administrators. Attached are copies of pertinent updates that were previously released about the NGCV-OMFV program. Until notified otherwise, the Government is currently not permitted to post a list of interested prime/subcontractors on the FBO website. Please be patient with us as we identify a different solution.
