L.4.1.2 Additionally, the offeror shall complete (Attachment 0045 Requirements Compliance Matrix as follows:
L.4.1.2.1 The Offeror shall complete Tab 2 –Mandatory Evaluated Requirements and Tab 3 - Mandatory (Tier 1) VATEP Requirements of Attachment 0045 by identifying its proposed performance for each requirement as instructed in the Attachment. For requirements included in both Tabs 2 and 3, the proposed performance must be consistent. The offeror shall certify it meets at least the threshold for each requirement in Tab 4 - Mandatory (Tier 1) Self-Certified Requirements. Offerors that do not meet all Mandatory (Tier 1) requirements will be ineligible for award.
L.4.1.2.2 Tradeable (Tier 2) VATEP requirements are not mandatory. These tradeable requirements will be evaluated in the form of a VATEP adjustment. This adjustment will be calculated based on the Offeror’s proposed compliance to the requirements. For Attachment 0045 Tab 5 – Tradeable (Tier 2) VATEP Requirements, the offeror shall fill in its proposed compliance with each requirement in accordance with the instructions. In order to be eligible for VATEP credit, the offeror shall comply with at least the Threshold for the requirement. For requirements that are Objective only (either no Threshold-to-Objective value or not-met/met) credit will only be provided for proposing the Objective.
L.4.1.2.3 All proposed Mandatory (Tier 1) performance above threshold and all proposed Tradeable (Tier 2) will be incorporated in the resultant contract as Threshold requirements. If an offeror does not accept any proposed requirement in the contract, it will not receive the corresponding VATEP credit.
L,4,1,2.4 No language in any of the PD requirements may be changed or modified in any way except to indicate proposed values between Threshold and Objective where applicable.
M.4.4.2.1 Should an offeror self-certify that it will achieve above threshold Technical Performance for any of the requirements identified in “Tab 3 - Mandatory (Tier 1) VATEP Requirements” within Attachment 0045 (Requirements Compliance Matrix), credit will be given in the form of a VATEP downward adjustment to the offeror’s Evaluated Contract Price, to assess the value of the increased capability associated with the Offeror’s proposed performance. The Government will give varying degrees of credit for each requirement depending on the Technical Performance proposed. The total credit is calculated in the “Mandatory (Tier 1) VATEP Requirements” worksheet of Attachment 0040 (VATEP Workbook) and is calculated as the sum of the adjustment for each requirement as identified within that Tab of Attachment 0040.
M.4.4.2.2 Should an offeror self-certify compliance to any of the requirements identified in “Tab 5 – Tradeable (Tier 2) VATEP Requirements” within Attachment 0045 (Requirements Compliance Matrix), credit will be given in the form of a VATEP downward adjustment to the offeror’s Evaluated Contract Price, to assess the value of the increased capability associated with the Offeror’s proposed performance. The Government will give credit as calculated in the “Tab 5 – Tradeable (Tier 2) VATEP Requirements” worksheet of Attachment 0040 (VATEP Workbook).
