About this opportunity
The Defense Logistics Agency Troop Support is procuring two specific components for the Optimized Top Owl (OTO) Helmet Program: a Hinge Block Section (NSN 8475-14-584-4800) and a Visor for a Flyer's Helmet (NSN 8415-14-572-2226). This unrestricted acquisition is being conducted as a sole-source procurement under 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1, indicating only one responsible source of supply has been identified. Offerors must demonstrate through their technical proposals that they can meet all government requirements, with particular emphasis on obtaining specific certifications—no waivers of certification requirements will be authorized. The government will evaluate proposals on a best-value basis, considering cost or price alongside technical merit. The pre-solicitation notice was posted on October 24, 2025, with a firm-fixed-price, fixed-quantity solicitation expected to remain open for 30 days, requiring price proposals to be submitted to the Contracting Officer (Maria.Aguayo@dla.mil) and Contract Specialist (Alex.Salim@dla.mil) by November 9, 2025.
The procurement carries no set-aside designation and involves relatively modest quantities: 139 units of the Hinge Block Section and 69 units of the Flyer's Helmet Visor, both Thales Avionics parts. First Article Testing may be required as part of the quality assurance process. Delivery is FOB Destination with inspection and acceptance at the source, with all items to be shipped to DLA Troop Support's third-party logistics depot in Austin, Texas. A critical consideration for potential offerors is that the technical data associated with these items is subject to export control under either the International Traffic in Arms Regulations (ITAR) or the Export Administration Regulations (EAR), requiring prior authorization from the Department of State or Department of Commerce before any export or disclosure to foreign nationals can occur.
