About this opportunity
The Department of Health and Human Services, Office of Mission Acquisition Solutions, on behalf of the Indian Health Service, seeks quotations for an optimized medical-supply storage and replenishment solution brand-name or equivalent to the BlueBin 2-Bin Kanban System, with quotations due October 12, 2026 at 10:00 AM Eastern Time. This procurement is exclusively set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, 25 U.S.C. 47, and HHSAR Subpart 326.6, requiring quoters to qualify as Indian Economic Enterprises and small business concerns under NAICS 541614 with a $20 million size standard.
Place of performance is Gallup, New Mexico at the Gallup Indian Medical Center. The requirement encompasses assessment, design, furnishing, and installation of storage components; implementation of two-bin Kanban and barcode-based replenishment workflows compatible with six Government-furnished AML Scepter Pro barcode scanners; data exchange integration with the Government's Morris System (M-System) in nonproprietary formats; on-site training for 22 Government personnel including enhanced train-the-trainer instruction for seven designated personnel; transition and go-live support; and post-implementation validation. The solution must support approximately 3,538 distinct stock-keeping units across 14 clinical and warehouse storage locations plus a centralized medical supply storage area.
The period of performance is 60 weeks: 44 weeks for assessment through go-live, followed by 90 calendar days for post-implementation validation. All contractor personnel requiring facility or system access must comply with IHS HSPD-12 personnel-security and credentialing requirements, including PIV credentialing and background investigations. The contractor must comply with Section 508 accessibility standards for all information and communication technology furnished.
The Government intends to issue one firm-fixed-price purchase order on a lowest-priced, technically acceptable basis. Pricing is structured across four CLINs: project initiation and assessment, final design and implementation planning, implementation and transition, and post-implementation validation and closeout. Service Contract Act wage rates apply. Quoters must submit the completed IHS Indian Economic Enterprise Representation Form with their quotation. Technical acceptability is pass/fail; price evaluation follows among eligible, technically acceptable quotations.
