About this opportunity

The Department of Health and Human Services, on behalf of the Indian Health Service, seeks an optimized medical-supply storage and replenishment solution—a brand-name-or-equal to the BlueBin 2-Bin Kanban System—for Gallup Indian Medical Center, with quotations due September 25, 2026 at 8:00 AM Eastern Time. This is a total small-business set-aside issued under simplified acquisition procedures for commercial products and services.

Place of performance is Gallup Indian Medical Center, 516 East Nizhoni Boulevard, Gallup, New Mexico. The contractor must implement a two-bin Kanban inventory system across 14 clinical and warehouse storage locations plus a centralized Ground East storage area, managing approximately 3,538 stock-keeping units. The solution must integrate with GIMC's existing Morris System through Government-authorized automated or semi-automated electronic information exchange, support barcode-based workflows compatible with six Government-furnished AML Scepter Pro scanners (Model M8803-16-01-57), and enable Government data access and export in nonproprietary format. All contractor-furnished information and communication technology must comply with Section 508 accessibility requirements. Contractor personnel must comply with IHS HSPD-12 credentialing and background investigation requirements, including PIV card requirements and criminal fingerprint checks.

Performance spans 60 weeks from award: 44 weeks for implementation and training, followed by 90 calendar days of post-implementation validation. On-site work occurs Monday through Friday, 8:00 a.m. to 4:30 p.m. Mountain Time, excluding Federal holidays. The contractor is responsible for 70 percent of inventory transfer; GIMC staff assist with 30 percent. On-site training must cover 22 Government personnel, including train-the-trainer instruction for 7 designated personnel.

Award will be issued as one firm-fixed-price purchase order to the lowest-priced, technically acceptable quoter. All quoted prices must be all-inclusive, covering labor, materials, components, equipment, testing, installation, training, warranty support, and all other costs. Quotations must include pricing broken into four contract line items: project initiation and assessment (CLIN 0001), final design and planning (CLIN 0002), implementation and go-live (CLIN 0003), and post-implementation validation and closeout (CLIN 0004). Evaluation is pass/fail on technical acceptability; award goes to the lowest-priced technically acceptable quotation. NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services, with small-business size standard of $20 million. PSC code is R706.

Amendment 0001 (September 22) extended the quotation deadline from September 23 to September 25. Amendment 0002 (September 23) provided Government responses to nine submitted questions and replaced the Performance Work Statement in its entirety, clarifying that semi-automated M-System file-based import/export under GIMC IT control is acceptable, that contractors may perform design and data-analysis activities remotely with on-site assessment and installation, and that interim payment milestones within CLIN 0003 are not available. Quotations are submitted electronically to Contracting Officer Marlene Milgram at marlene.milgram@hhs.gov.
