About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking environmental remediation services for Air Force Plant 4 in Fort Worth, Texas through a draft Request for Proposal (RFP) FA890325R0031. The contract will involve long-term monitoring and remediation activities across 24 Installation Restoration Program sites, focusing on investigation, design, construction of remedial systems, and operations and maintenance of established remedies. Evaluation will use a best value tradeoff process with three primary factors: Past Performance, Technical/Risk Approach, and Price, with non-price factors collectively being approximately equal to price. Contractors must demonstrate experience with Performance-Based Contracts, National Priorities List sites, and environmental restoration activities. Key dates include a March 7, 2025 deadline for submitting questions about the draft RFP, with government responses to be posted on SAM.gov by March 14, 2025.

The contract is set aside specifically for Women-Owned Small Businesses under NAICS code 562910 for Environmental Remediation Services, pending Small Business Administration (SBA) acceptance. The procurement will be structured as a Firm Fixed Price contract with a 10-year period of performance, consisting of one base year and nine one-year option years. While specific award values were not disclosed, the contract will require extensive environmental management capabilities, including groundwater sampling, contaminant monitoring, and coordination with regulatory agencies like EPA Region VI and the Texas Commission on Environmental Quality. The project will involve working at the 726-acre facility where Lockheed Martin manufactures F-16 and F-35 aircraft, with strict site access and operational constraints. Key personnel will need significant qualifications, including program managers and specialists with advanced degrees and substantial environmental remediation experience.
