About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a non-personal services contract for optical machinery to be used at the Naval Ophthalmic Readiness Activity (NORA) in Yorktown, VA. The procurement involves two specific pieces of equipment: a lens mapper for analyzing digital prescription lens designs during production and a final inspection system to verify prescription accuracy. The contractor must deliver, install, and provide training for these systems within 6 months of contract award, with all vendor employees required to be U.S. citizens who can pass background checks for base access. The solicitation is currently open, with proposals due by December 16, 2024, and was originally posted on December 12, 2024. While specific evaluation criteria are not explicitly detailed, the performance work statement suggests a focus on technical capabilities, installation readiness, and compliance with ANSI standards for optical equipment.
The contract opportunity is not designated as a set-aside and falls under the NAICS category 333310 for Commercial and Service Industry Machinery Manufacturing, with a Product Service Code (PSC) of 6540 for Ophthalmic Instruments, Equipment, and Supplies. The place of performance is located in Yorktown, VA 23690, with the contractor responsible for delivering equipment capable of supporting six inspectors. Travel expenses for delivery, testing, and training will be reimbursed at actual cost, and the systems must be maintained under the annual DOFEMS maintenance contract once approved. The Defense Health Agency will provide necessary equipment and data center support for virtual system implementation. While specific award values are not disclosed, the contract appears to be a comprehensive equipment replacement project with precise technical and operational requirements.
