About this opportunity

The Internal Revenue Service (IRS) Taxpayer Focused Division has issued a Sources Sought Notice seeking potential vendors to provide annual maintenance, on-call hardware support, and software licensing fees for three Opex Omation envelope slicer machines located at the IRS Memphis Campus. This pre-solicitation notice requests detailed company information including contact details, CAGE codes, SAM UEI numbers, business size classifications, and socioeconomic status for small businesses. The IRS is also seeking information about available contract vehicles such as GSA, GSA MOBIS, NASA SEWP, Federal Supply Schedules, or other government agency contracts that could be utilized for procurement. While no formal evaluation criteria are specified since this is an information-gathering exercise, the agency is requesting recommendations for alternative NAICS codes and asking small businesses to indicate what percentage of the requirement they can perform. All submissions must be submitted via email to neil.d.belden@irs.gov and patricia.e.brown@irs.gov by 11:00 AM EST on July 21, 2025, with written questions accepted until the same deadline.

This opportunity does not include any set-aside designations and is open to all business sizes. No incumbent contractors are identified in the notice, and no specific award values or budget ranges are disclosed by the government. The requirement specifically covers three Omation 206 machines with serial numbers ZA01633, ZA01634, and ZA01635, each priced at $2,851.37 per unit, along with three Dater Imprinters for Omation Model 206 priced at $317.46 per unit according to the attached government file. The services would be ongoing annual maintenance contracts rather than one-time purchases, though specific performance timelines are not detailed in the sources sought notice. Large businesses are asked to identify appropriate percentages for small business subcontracting opportunities as part of their response to this market research effort.
