About this opportunity
The General Services Administration's Acquisition Facility Management Contracting Division East issued this sole source justification notice on February 18, 2026, to extend Operations and Maintenance services at the James M. Ashley and Thomas W. L. Ashley United States Courthouse and Annex in Toledo, Ohio. The extension covers a nine-month period consisting of six months from March 1, 2026 through August 31, 2026, followed by an additional three months from September 1, 2026 through November 30, 2026, with an estimated value of $438,125.00. CMC & Maintenance, Inc. was awarded the contract modification based on unusual and compelling urgency under FAR Subpart 6.302-2, as the incumbent contractor possesses unique qualifications including current satisfactory performance, specific facility knowledge, and all personnel maintain required National Agency Check clearances and GSA ENT user credentials. The justification for sole source procurement centers on the incomplete equipment asset list at the newly constructed Annex and recently renovated courthouse, which would create significant pricing difficulties for prospective competitors, combined with the critical need to ensure continuity of essential facility services until the follow-on Blanket Purchase Agreement award anticipated in October 2026. The extension bridges the gap between the current contract expiration and the planned competitive solicitation for a new contract scheduled for award around February 2027.
Notice text
This activity proposes extending the period of performance for Operations and Maintenance services by six months from March 1, 2026 to August 31, 2026, per FAR clause 52.217-8. At the time of the base contract award, pricing was not requested or evaluated, this will be a non-competitive modification. Additionally, this activity proposes to negotiate a non-competitive modification for an additional three months for a period of performance of September 1, 2026 through November 30, 2026.
This extended period is to ensure that GSA has a means to continue performance of critical services to its facilities between the expiration date of the current contract and the award of the follow-on contract. With the newly constructed Annex and the renovations of the James M. Ashley and Thomas W.L. Ashley U.S. Courthouse (Ashley Courthouse), the equipment asset list was incomplete at the time of the planned solicitation. Due to this, prospective contractors would have significant difficulty pricing the standard service requirements. At this time, the Ashley Courthouse is still under renovation and is scheduled for substantial competition about February 2027.
Awarded contract 47PF0021A0003 to unknown vendor for unknown amount on 2026-02-18.
