About this opportunity

The U.S. Army Corps of Engineers Jacksonville District is soliciting proposals for Operations, Maintenance, Repair, Replacement, Rehabilitation (OMRRR) and Operational Testing (OT) services to support ecosystem restoration, flood control, and civil works projects. The procurement encompasses crew labor, equipment provision, fuel supply, landscaping, waste removal, and quality control programs for maintaining facilities such as pump stations, gates, weirs, levees, canals, culverts, spillways, and navigation locks. The government intends to award up to five Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts to responsible offerors whose proposals are technically acceptable, using a Lowest Price Technically Acceptable (LPTA) source selection methodology. Evaluation criteria include technical capability addressing sample task order requirements, past performance information covering one to three projects, and fully burdened labor rates. The solicitation (W912EP26RA004) was posted on March 18, 2026, with proposals due by April 17, 2026 at 12:00 PM local time, and offer validity must extend for 120 days from submission.

This opportunity is designated as a Competitive 8(a) set-aside contract. The base contract period runs from May 1, 2026 through April 30, 2027, with four optional one-year periods extending through April 30, 2031, providing a potential five-year engagement for selected contractors. No incumbent contractor is identified in the solicitation materials. The contract covers a broad geographic service area including Florida, Southeast Georgia, South Carolina, Puerto Rico, and U.S. Caribbean possessions, with the primary place of performance throughout the United States. The sample task order provides a representative scope involving a 180-calendar-day project to video inspect, clean, and re-inspect a drainage system comprising over 48,600 feet of pipe and 56 manholes, demonstrating the nature and complexity of anticipated work under the resulting IDIQ contract.
