About this opportunity
The Defense Health Agency Contracting Activity is seeking potential sources to provide an Operational Medicine Enterprise Imaging System (OMEIS) capable of deploying tele-radiology and tele-medicine capabilities with user training and support services for the Military Health System. The primary objective is to enable DOD medical providers in operational environments to receive, capture, store, view, share, annotate, and archive imaging studies and medically related images across all common modalities throughout the range of military operations. Key requirements include timely image interpretation, voice transcription support, operation in disconnected environments, a "Zero Foot Print" viewer, AI-assisted image analysis, DICOM study transmission, and integration with Electronic Health Records systems. Respondents must address specific technical submission points covering capture and storage of medical imaging, authentication, cybersecurity accreditation, and performance attributes. Written responses must be submitted to Ms. Elizabeth Ruckwardt by January 26, 2026 at 4:00 PM Eastern Time via email; this is a Request for Information (RFI) announcement only and does not constitute a binding commitment by the Government.
This is not a set-aside contract, and no incumbent contractor or potential award value has been identified in the pre-solicitation notice. The RFI is seeking detailed technical feedback on capabilities including deployable imaging systems, data interface management, continuous integration and delivery approaches, image exchange mechanisms, and product supportability to inform future procurement decisions. No specific quantity of goods or defined service timeline has been provided, as this RFI stage is designed to gather information from industry regarding available capabilities and technical solutions.
