About this opportunity
The Department of the Army National Guard Readiness Center intends to solicit Operational & Force Management Support (OFMS) Strategic Analysis Services on a Total Small Business set-aside basis, with sources-sought responses due June 30, 2026, and anticipated solicitation release in advance of a September 2026 performance start date.
The requirement supports the Army National Guard Force Generation Division in managing readiness across over 2,100 MTOE units, ensuring training, equipment, synchronization, and visibility for global deployments. This is a follow-on to contract W9133L21C3300. The estimated period of performance spans three years—a base year plus two 12-month option periods. The Government is conducting market research under NAICS 541611 (Management and Advisory) with a $25 million small business size standard. Small business primes must perform at least 50 percent of work themselves in terms of cost of performance.
The contract type is anticipated to be Firm Fixed Price with Cost CLINs for travel. Procurement will occur through a qualified OASIS Plus Total Small Business contract holder on a competitive basis. Based on sources-sought responses, the Government may set the requirement aside for small businesses in full or in part, or pursue full and open competition with potential multiple awards.
Interested vendors should submit an executive summary not exceeding ten pages in 12-point font by 1700 hours Eastern Time on June 30, 2026, to KO MAJ Glenn Downes (glenn.w.downes2.mil@army.mil) or KS Mr. Dave Guenbaum (david.g.gruenbaum.civ@army.mil). A detailed Performance Work Statement is available in Attachment 1. No contract will be awarded from this sources-sought notice, and respondents will not be notified of evaluation results.
