About this opportunity
The Department of the Interior's Interior Business Center is seeking IT and technology management support services to enhance operational efficiencies and customer experiences through a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation requires contractors to provide comprehensive technology solutions and business process management, including implementation of advanced technologies like Artificial Intelligence, Robotic Process Automation, chatbots, and low-code/no-code platforms such as Appian and Box. Contractors must provide highly qualified professional support across multiple labor categories including Subject Matter Experts, IT Project Leads, Systems Architects, Software Developers, and Business Analysts, with personnel requiring bachelor's degrees and 3-15 years of experience depending on the role. The evaluation will use a best value tradeoff approach, with technical factors (Key Personnel, Experience Example, and Seed Task Order Staffing) weighted more heavily than price, plus a pass/fail past performance review. Proposals are due by 4:00 PM ET on September 10, 2025, with questions having been due by August 18, 2025.
This solicitation is 100% set aside for eligible 8(a) program participants under NAICS code 541512 (Computer Design Services) with a $34 million size standard. The contract has undergone multiple amendments, increasing the total shared ceiling from an initial $13.5 million to the current $40 million, while expanding the maximum number of awards from 3 to 7 contractors. The IDIQ contract will have a three-year ordering period anticipated to run from September 1, 2025, to August 31, 2028, with individual task orders issued as Firm Fixed Price, Labor Hour, or Time and Materials arrangements. The primary place of performance will be at the contractor's facility or designated location within the fifty United States and official U.S. territories. The seed task order is structured as a Time & Materials contract with an estimated 12,340-12,840 labor hours and includes a $25,000 travel budget, with requirements expected to fluctuate throughout the contract term based on DOI needs.
