Statement of Objectives (SOO)
1.0 Purpose
The objective of this requirement is to enhance organizational capabilities by conducting comprehensive business and technical analyses, gathering and validating detailed requirements from stakeholders, and implementing effective solutions using low-code and no-code platforms.
2.0 Background
The Department of the Interior (DOI) plays a crucial role in the daily lives of all Americans. As the caretaker of 20 percent of the nation’s land, the DOI serves as the primary agency for managing the country’s lands, waters, natural resources, and cultural heritage. The Department oversees and conserves the nation’s energy resources, including access to the Outer Continental Shelf (OCS); fulfills federal obligations to Indian Tribes, Alaska Natives, the Native Hawaiian Community, and insular areas; supplies and distributes water in the Western states;
collaborates with other federal agencies to safeguard our borders; and manages national parks, historic sites, and wildlife. The Department's mission involves many stakeholders including those living in neighborhoods across our great country and we are committed to ensure our goals promote technological progress exploring cutting-edge technologies that can help us achieve those goals.
By utilizing practical strategies and advanced technological systems, we can enhance returns and experiences for Americans that utilize the lands and resources we manage, as well as taxpayers, while preserving our stunning landscapes, supporting wildlife, and ensuring clean air and water.
3.0 Scope
The contractor shall provide personnel to support the enhancement of organizational capabilities by conducting comprehensive business and technical analyses, gathering and validating detailed requirements from stakeholders, and implementing effective solutions using low-code and no-code platforms.
4.0 Performance objectives (required results)
4.1 The contractor shall implement process gaps and improvement opportunities, rapidly deliver secure and scalable solutions, and integrate seamlessly with existing systems to reduce manual workload.

4.2 The contractor shall deliver measurable business outcomes by supporting and modernizing business processes, improving service delivery, and aligning solutions with strategic objectives, to include delivering rapid value to stakeholders, to include cost savings and maximized customer experiences.
5.0 Type of Contract Contemplated
This task order will be a Time & Materials task order. The Government expects to require fluctuations +/- throughout the period of performance.
6.0 Period of Performance
The period of performance is a one year period, from date of award.
