About this opportunity
The Nuclear Regulatory Commission intends to award a noncompetitive modification to IDIQ Contract No. 31310023D0004 to Southwest Research Institute for continued operation of the Center for Nuclear Waste Regulatory Analyses (CNWRA), the NRC's Federally Funded Research and Development Center, on a sole-source basis. The modification increases the contract ceiling from $10,618,861 to $18,600,000, representing a $7,981,139 increase.
The justification cites RFO 6.103-3(b)(2), maintaining essential engineering, research, and development capabilities at an FFRDC. CNWRA provides specialized long-term research and technical assistance in civil and structural engineering, environmental science, geology and geophysics, hydrology, material sciences, health physics, and performance assessment to support the NRC's waste management program, including nuclear fuel cycle activities, storage, transportation, and geologic disposal under the Nuclear Waste Policy Act and the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024, free of organizational conflict of interest. The current performance period runs from March 30, 2023, through March 29, 2028, inclusive of one remaining one-year option. Place of performance is San Antonio, Texas (6220 Culebra Road). Cost reasonableness will be determined through comparison to historical pricing, labor rate benchmarking, and verification of Defense Contract Audit Agency-approved indirect rates. The NRC will conduct a comprehensive market research review in Fiscal Year 2027 to determine whether continued sponsorship of CNWRA is warranted; the center represents a 39-year NRC investment exceeding $260 million.
