About this opportunity
The International Boundary and Water Commission U.S.-Mexico (USIBWC) intends to issue a solicitation for comprehensive operation and maintenance services of the South Bay International Wastewater Treatment Plant (SBIWTP) and associated facilities in San Diego County, California. The contract structure will be firm-fixed-price, cost-reimbursable, or hybrid non-personal services, requiring the contractor to provide all labor, materials, equipment, and supervision necessary for full-service operations. Key services include daily contract management, personnel supervision, laboratory testing, equipment maintenance, system monitoring, data reporting, capital improvements, and binational coordination with Mexico. The facility treats wastewater originating from Tijuana, Mexico, and discharges through the South Bay Ocean Outfall under NPDES permit requirements. The selected contractor must coordinate closely with the ongoing $600 million Progressive Design-Build expansion project managed by PCL Construction and Stantec Consulting Services. This pre-solicitation notice was posted on September 8, 2025, with a due date of September 23, 2025.
This opportunity does not utilize any set-aside designations and falls under NAICS code 221320 for Sewage Treatment Facilities. The current facility operates at 25 million gallons per day (MGD) capacity but has recently been increased to 35 MGD as of August 28, 2025, as part of an ambitious expansion program. The expansion project aims to ultimately increase plant capacity to 60 MGD by 2027, though the notice also references a final target of 50 MGD in one section. PCL Construction was awarded the $600 million Progressive Design-Build contract in 2024, with incremental capacity increases of 10-20 MGD planned during the expansion phases. The O&M contract will be modified as needed to accommodate the ongoing expansion work, and the successful contractor will need to maintain operations throughout this multi-year construction and rehabilitation period.
