About this opportunity
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to procure maintenance and repair services for an Onsrud 5-axis machine (Model F148HM24CH2) through a sole-source contract award to C.R. Onsrud Inc. The Department of the Navy Naval Sea Systems Command is seeking these services under Federal Acquisition Regulation 13.106-1(b)(1), citing that only one source is available due to proprietary software requirements. The contract encompasses both one-time troubleshooting/diagnostic repair and annual preventative maintenance services, requiring an Original Equipment Manufacturer qualified service technician using OEM parts and consumables. While this is a notice of intent for sole-source award rather than a competitive solicitation, any party believing they can perform the requirement may submit a tailored capability statement with supporting documentation by 1400 HST on September 8, 2025. The government retains sole discretion to determine whether to conduct a competitive procurement based on responses received, and responses should be submitted via email to the designated contracting officer.
This opportunity is designated as Competitive 8(a) set-aside, though the government currently intends to award sole-source to C.R. Onsrud Inc. due to their proprietary technology requirements. The incumbent or intended awardee is C.R. Onsrud Inc., which developed the proprietary software necessary for the specialized maintenance requirements. Services must be performed on-site within the Controlled Industrial Area at Pearl Harbor Naval Shipyard, with maintenance activities scheduled Monday through Friday during normal working hours of 0630-1500, excluding federal holidays. The contract requires full equipment restoration to OEM specifications, written reporting within 5 business days of service completion, and strict compliance with security protocols including background checks and base access requirements. The solicitation does not specify contract value or duration, focusing instead on the technical requirements for maintaining this single piece of specialized manufacturing equipment. Contractor personnel must maintain appropriate security clearances, wear proper identification, and adhere to all Navy facility confidentiality and operational requirements.
