About this opportunity

The National Transportation Safety Board (NTSB) is seeking quotes for an online library subscription service to provide full-text scientific papers and standards that are not freely available on the internet. This procurement supports the NTSB's mission as an independent federal agency responsible for investigating civil aviation accidents and significant transportation accidents across railroad, highway, marine, and pipeline modes. The subscription service must accommodate approximately 150-200 NTSB employees and provide comprehensive features including lowest-cost paper acquisition, copyright management, 24/7 customer service, digital library maintenance, search engine integration, and accessibility compliance. The solicitation will be awarded using simplified acquisition procedures with a best-value approach that weighs technical factors more heavily than price, evaluating corporate experience, library subscription service capability, license agreement terms, past performance, and pricing. Questions were accepted until 4:00 PM Eastern Time on August 25, 2025, with quotes due by 5:00 PM Eastern Time on September 5, 2025.

This procurement is issued as an unrestricted solicitation with no set-aside designations and falls under NAICS code 519210 (Libraries and Archives) with a size standard of $21 million. The contract structure includes a base year period from September 20, 2025, to September 19, 2026, with one optional 12-month extension through September 19, 2027. Amendment 0001, issued on August 28, 2025, clarifies that vendors must provide detailed pricing breakdowns including annual licenses/subscriptions and per-article retrieval and delivery fees, with the service requiring copyright permission capabilities and direct email delivery of hard-to-find articles, standards, and specifications. The place of performance is Washington, DC, where the NTSB headquarters are located. No incumbent contractors or specific budget ranges are identified in the solicitation documents.
