This is an unrestricted acquisition using simplified acquisition procedures on a firm-fixed-price basis. Place of performance is Washington, DC 20228. The contract structure comprises a 12-month base period followed by four optional 12-month renewal periods. Required capabilities include unlimited patent searching, advanced analytics and visualization tools, customizable reporting, saved searches and research folders, patent document downloads in PDF format, foreign language translation, and secure HTTPS web-based access. Solutions offering AI capabilities designed or used for Government environments may be considered an added benefit. User credentials and access instructions must be delivered within 30 days of award.
Quoters must provide firm-fixed prices for each annual period, complete a Section B pricing schedule, and submit technical capability documentation addressing patent search functionality, coverage depth, analytics capabilities, data retention practices, user licensing, training, and technical support. Quotations must include applicable commercial terms and conditions. The Government will evaluate using best-value criteria, with technical capability as the primary factor and price as secondary.
