About this opportunity
The U.S. Department of Labor's Employee Benefits Security Administration (EBSA) is conducting market research for a 12-month database subscription service providing comprehensive online access to edited Form 5500 data that will be mapped with SEC, FINRA, investment performance, and state insurance data. The procurement falls under NAICS code 513210 (Software Publishers) and requires vendors to provide database access for 35 users, deliver 50 hours of specialized analyst support, offer quarterly data feeds, and maintain coverage of 30,000-40,000 employee benefit plan Form 5500 filings with financial information for at least 9,000 entities. Additional requirements include initial and semiannual training, technical support during business hours, monthly reporting, and a structured user access model with five designated "super-users." This is a Request for Information (RFI) for market research purposes only and does not constitute a solicitation or commitment to award a contract. Interested contractors must submit capability statements and company information by July 7, 2025, at 9:00 AM via email to the designated contracting officer.
This opportunity does not utilize any set-aside designations, though all qualified small businesses and 8(a) firms are encouraged to participate. No incumbent contractors or current service providers are identified in the documentation, and no specific contract values or budget ranges are disclosed as this is purely a market research effort. The database must be fully operational 24/7 and include detailed data elements across multiple categories including plan data, adviser information, regulatory filings, and fund distribution data, with welfare plan information and supplemental financial data integration capabilities. The service timeline is specified as a 12-month subscription period, and contractors must be registered in the System for Award Management (SAM) database to be eligible for consideration. The government assumes no financial responsibility for costs incurred by respondents in preparing their capability statements, and acknowledgment of responses is not guaranteed.
