About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), operating under the Department of Commerce, has issued a Notice of Intent for a one-year maintenance support contract. The acquisition involves software and hardware maintenance for the Elgris E-Studio test equipment and MentorPack support for the Pilot 4D V8 system at the National Weather Service's National Reconditioning Center. NOAA intends to procure these services through a sole source acquisition under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures. The agency has identified Seica, Inc. of Haverhill, Massachusetts as the only known capable provider, being the original equipment manufacturer. This special notice serves as a market survey to determine if other qualified sources exist before proceeding with the intended sole source purchase.

Interested contractors must submit their responses by September 25, 2025, including company details, contact information, and a detailed statement of their capability to service the specified equipment. To be considered as potential sources, firms must demonstrate their ability to repair and recondition the Pilot 4D V8 system to meet NOAA's operational requirements. The government reserves the right to either conduct a competitive procurement based on responses received or proceed directly with a purchase order to Seica, Inc., depending on which approach proves more advantageous. This acquisition falls under the NAICS code 334515 for instrument manufacturing and testing equipment, with responses being evaluated solely to determine the necessity for competitive procurement procedures.
