About this opportunity

The Naval Air Warfare Center Aircraft Division has published a Special Notice regarding one-on-one meetings for potential offerors interested in an anticipated procurement for Battlespace Modeling and Simulation Engineering Services. This notice serves as a follow-up to Sources Sought Notice N00421-25-RFPREQ-54000MA-0059 and is issued by the Mission Systems and Digital Analytics Infrastructure & Technology Advancement Groups within NAWCAD. The Department of the Navy seeks to engage with potential prime contractors through structured meetings to discuss the upcoming procurement opportunity. The notice falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, and PSC code AC13 for National Defense R&D Services. An update issued on September 18, 2025, indicates that all in-person meeting slots have been filled, with virtual alternatives now being offered.

The primary purpose of this Special Notice is to facilitate direct communication between the government and potential offerors to discuss procurement requirements and gather industry feedback on the Battlespace Modeling and Simulation Engineering Services contract. Initially scheduled for October 14, 2025, at the Patuxent Partnership Conference Space in Lexington Park, MD, the first seven requests for meetings were allocated in-person time slots, with additional interested parties accommodated through virtual Microsoft Teams meetings. Prime offerors must submit their meeting requests to Contract Specialist Karen Joachim by October 1, 2025, with virtual meeting schedules to be coordinated during the week of October 6, 2025. Each participating company is limited to five representatives, and the government encourages submission of constructive feedback, questions, and read-ahead information by October 7, 2025. All discussions will be conducted at an unclassified level, and participants should note that information shared is considered draft until the final solicitation is released.
