About this opportunity

The Administrative Office of the U.S. Courts is procuring on-site drug laboratory equipment and reagents to support United States Probation and Pretrial Services Offices (USPPSO) nationwide. The solicitation seeks a single-award IDIQ contractor to provide automated analyzers, forensic-use immunoassay reagents, controls, calibrators, supplies, consumables, maintenance services, training, water systems, quality control materials, and a data management system with PACTS/PACTS360 interface capability. Key requirements include ready-to-use liquid reagents for 14 specified substances at defined cutoff levels, analyzers with minimum throughput capacity ranging from 100 to 800 tests per hour depending on facility volume, equipment maintenance within five business days of failure, and service request response within 24 hours. The evaluation criteria focus on technical acceptability of the data management system, equipment performance specifications, ready-to-use liquid reagent capability, key personnel qualifications, and price, with award made to the lowest priced technically acceptable proposal. The solicitation is scheduled to release on or about March 4, 2026, with proposals due 15 days thereafter (approximately March 19, 2026), questions due by February 23, 2026, and award anticipated by April 15-20, 2026.

This procurement carries no small business set-aside as the Judiciary is not subject to FAR or small business regulations for open market procurements. The incumbent contractor is Siemens Healthcare Diagnostics, Inc. under contract USCA21D3016. The contract structure includes a seven-year base ordering period (April 15, 2026 through April 14, 2033) with a three-year optional extension and a six-month optional extension, carrying a guaranteed minimum obligation of $750.00 and a maximum ordering ceiling of $24,000,000.00. The solicitation covers 16 initial installation locations distributed across federal court and probation offices nationwide, with estimated Year 1 test volumes of 477,000 tests and subsequent year volumes of 478,000 and 479,000 tests. Pricing is structured as fixed price-per-test rates across five contract line items covering urinalysis supplies, reagents, and drug testing equipment for new installations, relocations, and laboratory closures. All interested parties must be registered in SAM.GOV prior to contract award.
