About this file

This file is an equipment and reagent requirements attachment that establishes the technical specifications and performance standards for offerors responding to a federal drug laboratory solicitation.

The attachment details three primary requirement categories. For the data management system, offerors must provide a web-based platform with specific database fields and functions as outlined in Attachment 3, full compatibility with all proposed analyzers, hardware including CPU, monitor, printer, bar-code scanner, and associated software for each laboratory workstation, comprehensive staff training, dedicated technical support, administrative access rights, on-site modification capabilities (vendor locations, officer/collector management, test additions, donor information corrections, and duplicate requisition handling), and the ability to electronically record assay results, read bar-coded specimens, transmit individual test results within two hours, import calibration and quality-control values, and produce customized aggregate reports. For drug laboratory equipment, offerors must provide analyzers meeting specific hourly testing capacity requirements based on monthly volume: 100 tests per hour minimum for laboratories conducting 500-4,999 tests monthly; 400 tests per hour minimum for 5,000-11,999 tests monthly; 800 tests per hour minimum for 12,000-20,000 tests monthly; and an additional 800 tests-per-hour analyzer for facilities exceeding 20,000 monthly tests, with all equipment manufacturer-supported. For reagents, offerors must supply ready-to-use liquid reagents for 14 specified substances including cannabinoids, cocaine metabolite, opiates, amphetamines, benzodiazepines, creatinine, methadone, oxycodone, buprenorphine, barbiturates, 6-AM, fentanyl, ethyl glucuronide, and ketamine at defined cutoff levels ranging from 1 ng/mL to 500 mg/mL. The attachment includes a checklist format requiring offerors to confirm capability (Yes/No) for each requirement and identify the manufacturer, proposal page number, and relevant key personnel with resumes.

The contractor shall provide a web-based data management system containing, at a minimum, all database fields, elements, functions, and reports described in Attachment 3 and Section C.6.4.

Fully compatible with, and capable of interfacing with all analyzers and equipment proposed and used in each on-site laboratory.

The contractor shall provide all required hardware—including CPU, monitor, printer, bar-code scanner, bar-code labels, and bar-code printer—and all necessary software for each workstation within the on-site laboratory.

Provide comprehensive training to all on-site laboratory staff on the use of the data management system, including specimen entry, report generation, and troubleshooting.

The contractor shall identify a dedicated point of contact to assist on-site laboratories with any data-management-system support, questions or problems.

The contractor shall provide administrative access rights to specified users.

On-Site Modifications: Enter new vendor locations, add/delete Officers or collectors, add/delete tests when creating a requisition, Correct donor info, delete duplicate requisitions, and merge duplicate clients.

The data management system shall:

· Electronically record the results of each assay.

· Read bar-coded specimens.

· Include fields for specimen ID number and special instructions.

· System shall transmit individual test results—quantitative when appropriate—to remote locations within two (2) hours of acceptance of the test results.

· Import calibration and quality-control values from the analyzer.

· Produce customized aggregate reports in user defined categories

L.3.1.2 DRUG LABORATORY EQUIPMENT (Section C – Statement of Work, C.5.2.1 – Performance of Equipment) INSTRUCTIONS: The Offeror shall provide all the required equipment and supplies, including but not limited to calibrators, controls, and consumables, to meet the testing needs of each on-site laboratory. The contractor shall provide equipment that is capable of testing specimens based on the following volume and testing requirements. Indicate by YES or NO if you are capable to meet the requirements below:
