About this opportunity

The Federal Highway Administration (FHWA) has published a Special Notice to solicit technical support from a single source, ProFound Insights, Inc., for research, outreach, and coordination activities related to Complete Streets and the Safe System Approach. This requirement is intended to provide on-request technical support to FHWA offices, including the Office of Safety and Operations R&D, Office of Safety, Resource Center, and Complete Streets Working Group.

The purpose of this Special Notice is to announce FHWA's intent to contract with ProFound Insights, Inc. for this technical support requirement, under a simplified acquisition procedure. The notice invites interested parties to submit descriptions of their capabilities to potentially compete for this requirement, with a due date of April 18, 2024. However, the FHWA has cited the unique research insights of ProFound Insights, Inc. on driving behavior and its implications for advancing the Complete Streets initiative as the justification for this sole source procurement. Interested parties who can demonstrate the ability to successfully perform this effort may submit their qualifications for consideration, but the FHWA's intent is not to request competitive proposals at this time.
