About this opportunity
The Indian Health Service, Blackfeet Service Unit in Browning, Montana has issued a Notice of Intent to award a sole source contract for OmniCare Mammography Tracking Support Software to Insight Management Systems, Inc. This special notice indicates the agency's intent to pursue a non-competitive procurement under FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements. The contract is for an all-inclusive licensing agreement for the OmniCare Mammography Patient Manager platform, with an estimated total value below the simplified acquisition threshold. The period of performance includes a base year from May 1, 2026 through April 30, 2027, plus two optional one-year renewal periods. This is not a competitive solicitation but rather a formal notification of the agency's intent to sole source the procurement.
The primary objective of this contract is to implement mandatory mammography tracking software at Blackfeet Community Hospital to achieve American College of Radiology (ACR) accreditation and ensure compliance with FDA Mammography Quality Standards Act (MQSA) regulations. The notice requests responses demonstrating clear and convincing evidence that competition would be advantageous to the government, cost-effective, timely, and supportive of the agency's mission; responses are due by April 17, 2026. The contractor must provide comprehensive deliverables including patient records management, breast imaging patient management, communications systems, quality assurance auditing, system customization, data conversion, training, technical support for twelve months, and integration with existing RPMS systems. Interested parties are invited to submit comments challenging the sole source determination, though the government reserves the right to proceed with the non-competitive procurement at its discretion.
