About this opportunity
NOAA's Office of Marine and Aviation Operations (OMAO) intends to solicit contract professional mariners—licensed and unlicensed—to support staffing gaps aboard the federal research and survey fleet, with a Sources Sought Notice due by June 24, 2026. The anticipated procurement will be issued as a Request for Quote under FAR Part 12, with no set-aside. NAICS code is 541330 (Engineering Services), size standard $25.5 million.
Place of performance spans 11 vessel homeports: Norfolk VA, Charleston SC, Gulfport MS, Pascagoula MS, Newport OR, Newport RI, Kodiak AK, Ketchikan AK, San Diego CA, Honolulu HI, and New Castle NH. Assignment duration ranges from one week to 90 days, in-port or at sea, with no guarantee of specific vessel or geographic location assignment.
All contract mariners must hold current valid USCG licenses and STCW endorsements for their position, US citizenship, and a valid US passport. Personnel must pass NOAA medical clearance, including completion of NOAA Forms 57-10-01 and 57-10-02, proof of current tetanus vaccination, and current PPD tuberculin skin test. Positions include licensed marine engineering officers (Chief Engineer, First through Third Assistant Engineers) and unlicensed mariners spanning engine room, deck, and steward department roles. Licensed engineers work a 10-hour daily workday, seven days per week; unlicensed mariners work an 8-hour daily workday on the same schedule.
The contractor bears responsibility for payroll, travel, workers compensation coverage, training, and replacement costs if a mariner fails to complete the assigned tour. Pricing is quoted via Task Order RFQ with detailed daily/hourly/overtime breakdown, travel costs per Federal Travel Regulations, and meal allowance at government-specified rates when galley is non-operational.
Interested vendors must submit a typed Capability Statement not exceeding three pages to Tamara Horton at tamara.horton@noaa.gov by 3:00 PM ET on June 24, 2026, demonstrating recruitment capability, mariner vetting processes, and relevant experience performing similar work within the prior three years.
Notice text
The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) operates a wide variety of specialized ships to complete NOAA’s environmental and scientific missions. OMAO’s research and survey ships compose the largest fleet of federal research ships in the nation. The fleet ranges from large oceanographic research vessels capable of exploring the world’s deepest ocean, to smaller ships responsible for charting the shallow bays and inlets of the United States. A wide range of marine activities including fisheries research, nautical charting, and ocean and climate studies are supported by these vessels. In order to support these vessels OMAO requires the support of contract professional licensed and unlicensed mariners. These mariners will support filling gaps in our existing workforce.
