About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) has issued a Request for Information (RFI) regarding OM5 high-speed fiber optic cable installation services at the NOAA Satellite Operations Facility (NSOF) located at 4231 Suitland Road, Suitland, Maryland. This is a Sources Sought notice and market research initiative issued under Federal Acquisition Regulation 52.215-3, designed to determine the availability of capable sources and identify commercial items that could satisfy the agency's requirements. The RFI does not constitute a formal solicitation or binding commitment, and no award will be made as a result of responses submitted. Responses to this RFI are entirely voluntary and submitted at the respondent's expense, with all submission costs borne solely by potential contractors. The deadline for responses is February 10, 2026, with amendments to questions and answers having been posted on February 4 and February 6, 2026. This opportunity is classified under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19 million.

This procurement carries no set-aside designation and is open to all qualified sources. The anticipated period of performance is twelve months, and all technical requirements and specifications for the twenty fiber optic runs are contained within the RFI documentation itself, with no separate Statement of Work or technical drawings currently available for public distribution. The Government has not yet made final determinations regarding potential 8(a) set-asides or sole-source acquisition strategies, as the procurement remains in the market research phase. While specific award values and budget ranges are not disclosed in the pre-solicitation documentation, interested contractors should note that the small business size standard of $19 million provides context for contract value expectations. Contractors are advised that non-response to this RFI does not preclude participation in any future formal solicitation that may be issued based on market research findings.
