About this opportunity

The U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH), under the Department of the Navy Naval Supply Systems Command, has issued a Special Notice soliciting customized oligonucleotide primers and probes for viral diagnostic applications. This procurement opportunity was posted on March 11, 2026, with a submission deadline of March 26, 2026. The solicitation is unclassified and carries no set-aside restrictions, making it available to all eligible contractors. The products sought fall under the Analytical Laboratory Instrument Manufacturing industry (NAICS 334516) and Laboratory Equipment and Supplies product service code (PSC 6640). Selected contractors will ship materials to NAMRU SOUTH's facility at 3230 Lima Place, Washington, DC 20521, upon contract award.

NAMRU SOUTH requires customized molecular diagnostic reagents—specifically primers and probes—designed for real-time PCR assays targeting multiple viral pathogens including Dengue (four serotypes), Chikungunya, Zika, Mayaro, Hantavirus, Orthobunyavirus variants, Influenza A and B with specific subtypes, and SARS-CoV-2. The materials will support surveillance protocols using diverse sample types including serum, saliva, blood, urine, pharyngeal swabs, rectal swabs, fecal samples, and egg cultures. A critical requirement for contractors is that supplied materials must exactly match those specified in existing standard operating procedures, as any material substitutions would necessitate complete redesign and revalidation of assays—a process that would delay public health-critical pathogen detection. The government has provided a detailed pricing and supply list (Book1.xlsx) specifying product quantities, types, and technical specifications that contractors must reference when submitting proposals. While the notice does not explicitly state eligibility restrictions beyond standard federal contracting requirements, contractors must demonstrate capability to deliver customized oligonucleotide products meeting the precise specifications documented in NAMRU SOUTH's validated protocols.

Notice text

The Virology Department of the U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH) is seeking to purchase customized primers and probes designed to be used for molecular diagnosis of Dengue virus (four serotypes), Chikungunya virus, Zika virus, Mayaro virus, Hantavirus, Orthobunyavirus (including Guaroa, Oropouche, Group C, Bunyamwera and California viruses), Influenza virus (Influenza A-matrix gene and B) and its subtypes (H3, H1pdm/SwH1N1, H1 seasonal), and SARS-CoV-2. Requested primers and probes will be used for reverse transcription (RT) real-time PCR assays using serum, saliva, blood and/or urine samples from febrile surveillance protocols and pharyngeal swabs, rectal swabs, fecal samples and/or egg culture samples from respiratory surveillance protocols.

All these NAMRU SOUTH assays have been validated using the TaqMan 7500/7500 Fast Real time PCR system and QuantStudio platforms. The real-time PCR assays have been developed independently for each SOP and involve much time and effort by laboratory technicians, and supervisors for final approval. Materials used must remain the same as the ones indicated in the SOPs, otherwise the design and validation of these processes would have to be initiated from scratch, which would delay all processing and the timely detection of public health relevant pathogens.

Shipment of primers is expected to happen as soon as contract is awarded to the following address:
