About this opportunity
The Bureau of Land Management seeks to procure Wild Horse and Burro corral services in Pauls Valley, Oklahoma, with quotations due September 30, 2026 at 12:00 p.m. ET. This procurement is set-aside exclusively for Indian-Owned Small Business Economic Enterprises (ISBEEs) and constitutes a re-competition of incumbent contract 140L0125C0017; the resulting contract runs from October 25, 2026 through October 24, 2031 (base year plus four one-year option periods).
This is a Request for Quotation issued under FAR Part 12 as a firm-fixed unit price contract. Place of performance requires facilities and pastures within 50 miles of Pauls Valley, Oklahoma. The NAICS code is 115210, Support Activities for Animal Production, with a size standard of $11 million.
The contractor must provide all personnel, equipment, facilities, materials, and labor to operate and maintain corrals meeting Comprehensive Animal Welfare Program (CAWP) standards, with minimum fence heights of 72 inches for horses and 60 inches for burros. The facility will house an estimated maximum capacity of 550 animals. The contractor provides feeding labor, facility maintenance, and infrastructure; BLM supplies all hay, supplemental feed, medical supplies, veterinary services, and hoof trimming. All contractor personnel must complete mandatory CAWP training. The Farm Project Manager must have minimum three years of supervisory experience with animals and cannot have animal cruelty convictions.
Quotations must include four volumes: Business/Representations, Technical Quote (25-page limit), Past Performance, and Pricing. Evaluation weighs Facility-Land as pass/fail, Technical Capability and Past Performance as significantly more important than Price. Pricing includes unit prices per animal per day for feed and care (200,750 feed days, adjustable), carcass disposal (100 units), and fertilizer/herbicide treatment (450 acres, adjustable). Service Contract Act wage determination 2001-0244, Rev. 56 applies. BLM reserves award right without discussions but may seek clarifications. Questions are due September 21, 2026 at 12:00 p.m. ET; answers post as amendments within five business days.
