This pre-solicitation notice is for a federal contract opportunity to provide invasive plant control services on the Okanogan-Wenatchee National Forest in Washington State. The U.S. Department of Agriculture Forest Service is seeking a contractor to furnish labor, equipment, herbicides, and other materials necessary to survey, identify, and treat invasive plant species in specific locations within the forest. Key requirements include the development of various plans, the application of approved herbicides primarily through spot spraying, compliance with the district's Environmental Assessment Plan, and documentation of treatments. The period of performance is from the date of award through December 2026, with work to be completed anytime during 2024-2026.
Paragraph 2:
This contract opportunity is set aside for small businesses. The work is located in the Methow, Chelan, and Naches Ranger Districts, primarily along roads, landings, dozer lines, and high to moderate burn areas. Specific locations of invasive plant infestations will be provided to the selected contractor. The estimated infested acreages may vary from scattered to dense, but the intent is to remain in compliance with the district's Environmental Assessment Plan and minimize impact to non-target plants.
Notice text
The purpose of this requirement is to procure invasive plant control on National Forest in Washington State using Surveys and herbicide for invasive plant treatments. The Contractor shall furnish all labor, supervision, equipment, transportation, herbicide, herbicide storage off National Forest and other materials and incidentals necessary to treat invasive plants. The Contractor shall ensure that employees can properly identify invasive plants during the treatment season and that all treatments be made in accordance with the terms and conditions herein.
The majority of the herbicide treatments are planned for spot spraying, with a small amount of broadcast spraying if a dense infestation warrants it. In general, we are asking for spot spraying to reduce incidental application on native plants. The objective is to control and reduce the spread of invasive plant species in areas. This will include spraying of herbicides primarily from a spray truck, ATV and backpack, and possible wicking, mowing and hand pulling. Application is an undertaking to reduce the dominance and spread of established invasive plants and to eradicate new invasive plants in the defined areas.
Specific tasks to be performed by the Contractor includes a) development of written Quality Control and Work plan; b) application or treatment of the target species with an approved herbicide; c) mix and clean-up of herbicides; d) adherence to the Assessment Plan and Schedule, Quality Control Plan, Safety Plan and Spill Plan; e) Completion of Contractor Quality Inspection, and application documentation.
The Government my request the contractor to provide alternative/specific capabilities, such as: Broadcast Spray, Truck Mounted Spray units, etc. The intent is to remain in compliance with the district Environmental Assessment (EA) Plan, which may require non broadcast applications, or slight variations of application as needed. In general treatments are considered spot spray and minimizing impact to non-target plants will be part of the objective.
Period of Performance
The period of performance of this contract is from date of receipt of a fully executed copy of the award through December 01, 2026. Work can be completed anytime during 2024-2026. Each item represents a single treatment during either Spring or Fall. Each item can be completed all at once or broken up into two years or multiple seasons.
Project Location and Description
The work under this project is located in the Okanogan Wenatchee National Forest, Methow, Chelan and Naches Ranger Districts. Work can be completed over two seasons within one year if time allows. Specific locations of invasive populations will be provided during the award meetings in both hardcopy as well as impbedded digital geolocated locations upon contractor request.
