About this opportunity
The Federal Highway Administration is conducting market research for the OK FW SQH T501(1) Rehab Riverbank & Sandtown Wood Trail project, which involves rehabilitating damaged infrastructure at the Sequoyah National Wildlife Refuge in eastern Oklahoma following the 2019 flooding event. The project scope includes stabilization and repair of approximately 1,150 linear feet of riverbank and repair/reconstruction of approximately 500 linear feet of 6-foot-wide asphalt trail to improve visitor access and protect existing trail infrastructure. This pre-solicitation notice is specifically seeking qualified prime contractors who hold small business certifications including HUBZone, woman-owned, 8(a), or service-disabled veteran-owned designations and intend to submit bids for the anticipated solicitation. Interested contractors must submit by August 12, 2025, at 2 p.m. Denver time: a statement of intent to bid, socioeconomic category certifications, bonding capacity documentation, and a portfolio of comparable river embankment stabilization and asphalt trail reconstruction projects. The agency will use this information to determine whether sufficient qualified small business interest exists to justify setting aside the contract under one of these programs.
Currently, no set-aside designation has been established, as this notice serves to gauge small business interest and capability before making that determination. The project carries an estimated value range between $700,000 and $2,000,000, with contractors required to demonstrate bonding capacity for projects up to $10 million (with one section referencing $2 million capacity). Principal work quantities include 2,700 cubic yards each of earthwork and riprap placement, 60 tons of asphalt concrete pavement, and 195 cubic yards of topsoil. The project timeline anticipates advertisement in August 2025, construction commencement in November 2025, and completion by January 2026. Work will be performed in grassed upland areas with some wooded vegetation near the confluence of the Arkansas and Canadian Rivers, requiring specialized expertise in both riverbank stabilization and trail reconstruction following flood damage.
